Jeremy H. Racca

Jeremy Racca is an attorney at Shebitz Berman & Delforte, where he advises clients on employment law, disability rights, constitutional issues, civil rights, government relations, and a wide range of matters affecting public and private schools, including preschool, K-12, and higher education.

Jeremy brings over a decade of government experience in legislative, regulatory, and administrative matters. Before joining the firm, he served as Chief of Staff and General Counsel to the Mayor of Seattle, where he managed the Mayor’s Office and legal team, oversaw the City’s $7 billion budget, and counseled executive leadership on labor relations, employment compliance, municipal governance, and executive authority. He led collective bargaining negotiations with major city unions, directed litigation and arbitration strategy, and acted as the Mayor’s principal legal advisor on complex issues spanning labor, finance, land use, and ethics.

Earlier in his career, Jeremy practiced at Clyde & Co. in New York City, where he represented domestic and international insurers in litigation and arbitration involving trade credit, political risk, and reinsurance. He also began his public service with the Seattle City Council, where he drafted legislation on civil rights, public safety, and accountability reforms.

Jeremy earned his J.D., magna cum laude, from Fordham University School of Law, where he was awarded Order of the Coif and served as a Pro Bono Scholar and Ruth Whitehead Whaley Scholar. He holds a B.A. in Political Science from the University of Washington.
